Halim Raisi was born in August 1976 in the village of Madanch in the Katij district of Fanuj city. He has a master's degree in general psychology from Sistan and Baluchestan University. He has been working in the education of Fanuj city since 2001 and also since 2009 (May 2022) he is the mayor of Madanch village. He is one of the lecturers of Islamic Azad University of Fanuj (Nikshahr branch) and is also the commander of the base of Martyr Abbas Karimi in Madanch village. He is also one of the elders and leaders of the main tribe and one of the trustees and elders and political-social activists of Fanuj city.
